technologies to enable faster, safer passenger trains on all of our existing rail corridors. with years of solid planning in place, illinois and its midwest partners were ready to move quickly on april 16 in 2009 when president obama called for a national network that connected high-speed rail corridors. secretary lahood earlier compared the president's vision to the 1950's blueprint for building the u.s. interstate highway system. the federal railroad administration reported illinois $1.2 billion in january 2010 to upgrade service between dwight and east st. louis. the government illinois in full partner with his commitment of $400 million in state funds for high-speed rail from his $31 billion capital program. federal awards also provided funding to construct a key rail flyover in the englewood neighborhood of chicago's south side to improve mobility. and for the chicago detroit corridor, the next expected route. illinois has a vested $200,00 in that route in cooperation with michigan and indiana. work is progressing to provide needed training which will enable high-speed service to c

and industrial. there is your risk off trade here today. i would point out, technology has been an upgrade over at goex and the overall technology sector, tough time in the hardware group doing better today. so there is an outlier in tech. as for the ism, what was going on here, really there was very little good news. take a look. the overall number, the headline number, lowest since july 2009. the employment component in this, lowest since september 2009. that's probably the second-most watched component of that. so there wasn't a heck of a lot of good news in this thing. manufacturing overall, just weaker. and you can't blame it on sandy. i'm sorry. rick was mentioning this before. look at the ism chairman, what he had to say. the chair of the committee. the second half of the year continues to show a slow down in demand that's been down -- moving down since the middle of the year. the responsibilities on the fiscal cliff -- if the program put in place is more taxes and big spending cuts, which will push us toward a recession, forgive it. and that's what we're getting. more taxes and big spen

-profit college. he attended the international academy of design and technology, a for-profit college in chicago owned by the career education corporation, one of the major league for-profit colleges. his parents didn't have the means to pay for his education but helped him out by cosigning the loans. now the student and the parents have $103,000 in student loan debt. one of the loans has a 13% interest rate, and the balance continues to rise. this young man, young man would like to finish his degree but he can't afford to. he can't borrow any more money. he is too deeply in debt. how about that for a dilemma? $103,000 in debt, no degree. he can't borrow the money to get a degree. many of these students find out these for-profit courses they took are worthless. they don't transfer anywhere. the diplomacy themselves turn out to be worthless and many employers just laugh at them. you would never know that from the advertising these for-profit schools engage in. i had a group of students in my office this morning. they were from archbishop carroll high school, not too far from the capitol here. the
